EU to temporarily suspend tariffs on nitrogen fertilizer imports

The Council of the European Union has decided to suspend tariffs on nitrogen fertilizer imports for a period of one year. The measure is aimed at addressing rising prices and supply shortages caused by instability in the Strait of Hormuz, which has disrupted global fertilizer supply chains. The suspension does not apply to Russia and Belarus, which remain under EU sanctions over the war in Ukraine.

The temporary tariff relief will also cover key raw materials used in fertilizer production, including urea and ammonia. The European Commission said the goal is to reduce costs for European farmers and fertilizer producers amid increased market pressure.

According to estimates, the measure could save the EU agricultural sector around €60 million. It is also intended to reduce dependence on imports from sanctioned countries, particularly Russia and Belarus, while maintaining stable access to essential agricultural inputs.

Under the decision, tariffs will not apply to imports from countries with Most Favoured Nation (MFN) status. However, the tariff exemption will be limited by quotas based on 2024 import levels, with an additional allowance linked to volumes previously sourced from Russia and Belarus.

The European Commission will monitor market conditions closely and decide later whether to extend the measure. The EU emphasized that fertilizers remain essential for food security and agricultural production across the bloc.
