Market pressure from crude oil undermines viability of Indonesia’s B50 programme

Indonesia’s ambitious B50 biofuel mandate is facing growing scrutiny as falling crude oil prices and rising feedstock costs challenge its economic viability. The policy, which requires a 50% blend of palm-based biodiesel with conventional diesel, is part of the country’s push for energy independence but is now under pressure from shifting global market conditions.

The programme is designed to reduce reliance on imported diesel and strengthen domestic energy security. Under B50, fuel will be used in public transport, freight vehicles, agricultural machinery, ships, and diesel power plants, marking one of the most aggressive biofuel blending strategies globally.

However, the economics of the policy have been weakened as crude oil prices have declined to around $73 per barrel, while palm oil prices remain elevated at above $1,100 per ton. This widening gap makes biodiesel significantly more expensive than conventional diesel, increasing the need for government subsidies to keep the programme viable.

The financial structure of the scheme relies heavily on export levies on palm oil, which fund subsidies through the state-managed Plantation Fund (BPDP). Analysts warn that rising domestic consumption could reduce palm oil exports, limiting levy revenues while simultaneously increasing subsidy requirements.

Industry estimates suggest that under current conditions, the subsidy burden is becoming increasingly difficult to manage. The price ratio between crude oil and palm oil is now well above levels that would allow the programme to operate without financial support, raising concerns about long-term sustainability.

Despite these challenges, the government maintains its commitment to the energy transition strategy but acknowledges uncertainty in global crude oil markets. Officials say Indonesia is preparing for continued volatility in crude oil prices, which will be a key factor determining whether the B50 mandate can remain economically sustainable.
