China is developing a new sustainable aviation fuel (SAF) production facility targeting the European Union and Southeast Asian export markets. The plant, developed by Zhejiang Jianglan Biotechnology, is located on Liuheng Island in Zhejiang province. As of mid-October, construction was 50% complete, with trial production scheduled to begin by the end of March 2027.

Once operational, the facility will have an annual production capacity of 225 thsd tons of SAF, using approximately 320 thsd tons of waste oils as feedstock. Production will be based on hydroprocessed esters and fatty acids (HEFA) technology, which involves the hydrotreatment of oils and fats. The plant will use technology developed by Haldor Topsoe to convert waste oils into aviation fuel.

According to the company, the selected technology achieves a feedstock conversion efficiency of 80%, compared with an industry average of around 70%. This means that one ton of pretreated waste oil can yield up to 0.8 tons of SAF. The higher production efficiency is expected to increase annual fuel output by approximately 6 thsd tons compared with similar projects.

The main driver behind the project’s export strategy is the tightening of SAF blending requirements in the EU. European legislation requires the minimum share of SAF in aviation fuel to increase to 6% by 2030 and 70% by 2050. Zhejiang Jianglan Biotechnology has already begun negotiations with traders and airlines in Europe and Southeast Asia and is applying for the necessary permits to export SAF from China.

The company plans to use the logistical advantages of Zhoushan Port to establish an export-oriented production complex. At the same time, part of the output could be supplied to the domestic market to support pilot SAF blending programs in China’s civil aviation sector. The facility is also preparing to obtain certification under the international ASTM D7566 standard and European sustainability requirements, which should enable its products to access international markets.
