Zelenskyy outlines 20 points of draft peace framework, including free navigation in the Black Sea and Dnipro
President Volodymyr Zelenskyy has presented 20 points of a draft framework document on ending the war, envisioned as a political agreement between Ukraine, the United States, Russia, and Europe. Among the provisions is a clause stating that Russia would not obstruct Ukraine’s commercial activity in the Black Sea. Zelenskyy shared the details while speaking with journalists.
According to the president, the document—described as a “framework” for ending the war—largely reflects a joint Ukrainian-American position, incorporates certain U.S. proposals, and includes elements that remain subject to further negotiation. Zelenskyy said he is prepared to discuss the draft of the 20-point framework publicly.
Several points in the draft could directly affect the agricultural sector. In particular, Point 7 предусматриває that Ukraine would become a member of the European Union within a clearly defined timeframe and receive short-term preferential access to the EU market. Point 16 states that Russia would not interfere with Ukraine’s use of the Dnipro River and the Black Sea for commercial purposes; separate maritime and access agreements would be concluded to ensure freedom of navigation and transportation, including the demilitarization of the Kinburn Spit.
Zelenskyy added that Russia’s response to the draft document is expected to be known on December 24, following discussions between the U.S. side and Russian representatives.
