US is preparing new additional duties for major trading partners, Ukraine is not on the list
The United States is proposing to impose additional tariffs of 10% to 12.5% on imports from the European Union and 59 other countries, which together account for 99.4% of American imports. The list includes all of the United States’ key trading partners. Ukraine is not on the list, while Russia is among the countries that could be subject to potential restrictions.
According to the Office of the United States Trade Representative, the reason for the initiative is the failure or insufficiently effective implementation of the ban on imports of goods produced using forced labor.
The proposed model provides for two levels of rates. The first is 10% and applies to countries that, in the opinion of the United States, have already taken certain steps to combat products associated with forced labor. This group includes Argentina, Bangladesh, Great Britain, Guatemala, the European Union, Ecuador, Indonesia, Cambodia, Canada, Malaysia, Mexico, Pakistan, El Salvador, and Taiwan.
A second rate of 12.5% is proposed for all other countries on the list, including Australia, India, China, South Korea, Russia, Turkey, Switzerland, Japan and others.
The legal basis for the introduction of new tariffs could be Section 301 of the US Trade Act of 1974.
