Ukrainian sugar retains export potential despite declining sugar beet acreage

Ukraine’s sugar industry is closing the MY 2025/26 with strong export results despite challenging market conditions. During the first nine months of the season, the country exported 504,000 tons of sugar, effectively reaching the forecast for the entire marketing year. At the same time, Ukraine is entering the new season with a record-low area planted with sugar beets.

According to Yana Kavushevska, Head of the National Association of Sugar Producers of Ukraine (Ukrsugar), the main reason for the reduction in acreage is the prolonged decline in sugar prices. While wholesale sugar prices stood at around UAH 29/kg in May 2023, they have now fallen to approximately UAH 22/kg, even as production and processing costs have risen significantly.

Another factor is the improved profitability of competing crops. Sugar beet remains one of the most capital-intensive crops, requiring substantial investment and a long payback period. As a result, many farmers have reduced beet plantings in favor of sunflower and other more profitable alternatives.

Ukrsugar estimates that about 162,000 hectares of sugar beets were planted in Ukraine this year. Initial forecasts point to sugar production of around 1.2 million tons. However, spring frosts and dust storms may have negatively affected yields, prompting the industry to consider revising production estimates downward.

Despite these challenges, the domestic market is expected to remain fully supplied. Ukraine’s annual sugar consumption has declined to about 800,000 tons since the start of the full-scale war, significantly below anticipated production levels. This leaves considerable room for continued exports.

Developments in the European market could also create new opportunities for Ukrainian exporters. Sugar beet acreage in the European Union has been declining for a second consecutive year due to low prices, while below-average rainfall and the spread of virus-carrying aphids are increasing concerns about future harvests.

Ukraine currently has an annual sugar export quota of 100,000 tons to the EU. A review of trade conditions between Ukraine and the European Union is not expected before 2028, but industry representatives hope that deeper integration with the European market will eventually expand export opportunities.

The Middle East remains the largest destination for Ukrainian sugar, accounting for roughly half of total exports. Shipments to Central Asian countries, particularly Uzbekistan, have also grown rapidly. Nevertheless, the industry continues to face major challenges, including low sugar prices, shortages of skilled labor, and the need to ensure stable natural gas supplies for sugar factories during the processing season.
