Ukraine-Turkey free trade deal takes effect

The free trade agreement between Ukraine and Turkey entered into force on October 1, 2026. The agreement provides for the elimination or reduction of duties on a range of goods, as well as the application of tariff quotas, according to Ukraine’s State Customs Service.

The agreement covers goods under Harmonized System chapters 01–97 originating in Ukraine or Turkey. Trade preferences will be applied in line with the tariff schedules agreed by both sides.

For Ukrainian exports to Turkey, the new terms took effect on October 1, 2026. Meanwhile, preferential treatment for imports of Turkish-origin goods into Ukraine will apply from January 1, 2027.

To qualify for tariff preferences, Ukrainian exporters must provide proof of origin. This can be a EUR.1 movement certificate or a declaration of origin, including an exporter’s declaration for consignments valued at up to €6 thsd.

Separate tariff preference codes have been introduced for Ukrainian exports covering the elimination of export duties and the use of tariff quotas. The agreement therefore establishes a new trade regime between the two countries and broadens market access opportunities for Ukrainian goods in Turkey.
