Ukraine prepares new rules to track soybean and rapeseed export origins
Ukraine’s Ministry of Economy is developing new approaches to monitoring the origin of soybeans and rapeseed aimed at making exports more transparent, predictable, and aligned with data from the State Agrarian Register (DAR).
The relevant draft resolution has already been prepared and submitted for approval to central executive authorities, according to the Ministry’s press service.
The document предусматривает the introduction of systematic data exchange, monitoring, and reporting mechanisms to verify the consistency of information provided in certificates issued by the Ukrainian Chamber of Commerce and Industry with data from DAR.
The draft also addresses carry-over stocks. Harvest volumes from the MY 2025/2026r will not be taken into account when determining export volumes of soybeans and rapeseed eligible for export duty exemptions in the MY 2026/2027.
At the same time, these volumes must be marketed:
- for export: rapeseed — by June 30, 2026; soybeans — by August 31, 2026
- on the domestic market — without restrictions
To confirm eligibility for export duty exemptions, agricultural producers and cooperatives must undergo verification in the State Agrarian Register (DAR) information system. The procedure will be carried out automatically after submitting an application within the specified timeframes:
- for rapeseed — from July 1 of the current year to April 1 of the following year
- for soybeans — from September 1 of the current year to June 1 of the following year
One of the key changes is a two-stage submission of yield data. Initially, producers submit planned figures, which can later be adjusted by providing actual data. Submission is allowed only once at each stage, ensuring a balance between business flexibility and system transparency.
The draft also sets maximum yield thresholds:
- for rapeseed — no more than 5.0 t/ha
- for soybeans — no more than 3.5 t/ha
Starting from the MY 2027/2028, carry-over stocks from previous periods will be automatically calculated by the DAR system.
It should be noted that since 2025, Ukraine has implemented a 10% export duty on soybeans and rapeseed. Producers who have grown the crops themselves and properly documented their origin are exempt from paying the duty.
