Multimodal corridor between Greece, Bulgaria and Romania to reach Ukraine’s border
Greece, Bulgaria, and Romania are jointly developing a new multimodal transport corridor that will connect the Aegean Sea, the Black Sea, and the Danube through an extensive network of highways, railways, and ports. The project will become part of the European Union’s Trans-European Transport Network (TEN-T), strengthening regional connectivity and cross-border logistics.
The Black Sea–Aegean Sea Corridor will include three branches. The western route will run through Athens, Thessaloniki, Sofia, Vidin, Calafat, Craiova, and Bucharest. The central branch will link Thessaloniki and Alexandroupolis with Bulgaria’s Svilengrad and Ruse before continuing through Giurgiu and Bucharest to Siret on the Romanian-Ukrainian border, as well as Ungheni on the Romanian-Moldovan border. The eastern branch will connect Alexandroupolis with the Bulgarian ports of Burgas and Varna before reaching the Romanian port of Constanța.
To coordinate the initiative, the three countries are establishing the Black Sea–Aegean Corridor Platform (BACP), a regional framework for planning and implementing cross-border infrastructure projects. The main objective is to create a seamless logistics network linking the Aegean Sea, the Black Sea, and the Danube while improving integration within the EU transport system.
According to European Commissioner for Sustainable Transport and Tourism Apostolos Tzitzikostas, closer cooperation will improve connectivity for businesses and citizens while strengthening Europe’s security, competitiveness, and resilience across the Aegean, Black Sea, and Danube regions.
The project’s strategic importance has increased significantly since the start of Russia’s full-scale invasion of Ukraine. Because the central branch will extend to the Romanian-Ukrainian border, the corridor could become an extension of Ukraine’s logistics routes and support both commercial transport and military mobility. Greece, Bulgaria, and Romania plan to present a joint implementation and financing roadmap by the end of 2026.
