Mechanism for confirming eligibility for duty-free soybean and rapeseed exports in Ukraine simplified
The Cabinet of Ministers of Ukraine has improved the mechanism for confirming the right of agricultural producers and cooperatives to exemption from export duties on self-grown soybeans and rapeseed.
This was reported by the press service of the Ministry of Economy, Environment and Agriculture.
“A new verification procedure for agricultural producers and cooperatives is being introduced, which will be carried out automatically through the State Agrarian Register (DAR). This will allow exporters to confirm their right to exemption from export duties without additional bureaucratic procedures — and without conclusions from the Chamber of Commerce and Industry,” the ministry stated.
At the same time, the government repealed certain resolutions whose practical implementation had prompted numerous complaints from agricultural producers due to the complexity and imperfections of the product origin verification mechanism.
“We are improving the mechanism that will allow agricultural producers and cooperatives to exercise their right to export duty exemptions for soybean and rapeseed shipments abroad more quickly and without unnecessary administrative burden. Maximum automation of the process through DAR will minimize bureaucracy and make the procedure more convenient for businesses,” said Deputy Minister of Economy, Environment and Agriculture of Ukraine Taras Vysotsky.
The exemption from export duties will apply within the volumes of soybeans and/or rapeseed grown during the current marketing year, as well as carryover stocks from the previous marketing year — starting from the 2026/2027 marketing year, the ministry concluded.
