Irrigation as an Investment in the Sustainable Future of Ukraine’s Agricultural Sector

On April 22, the 24th International Conference BLACK SEA GRAIN.KYIV-2026 took place in Kyiv. The event, which brought together representatives of agribusiness, government institutions, international investment funds, and профиль associations, was opened by Deputy Minister of Economy, Environment, and Agriculture of Ukraine, Iryna Ovcharenko.

As part of the conference, a panel discussion titled “Irrigation as an Investment in Sustainable Agricultural Production” was held, featuring Taras Kot, First Deputy Head of the State Agency of Ukraine for the Development of Land Reclamation, Fisheries, and Food Programs.

During the discussion, participants addressed critically important issues related to the modernization of irrigation and drainage infrastructure amid global climate change. The panel emphasized that the development of irrigation is not only a technological necessity but also a strategic investment capable of ensuring the stability of agricultural production and the country’s food security.

Taras Kot presented the results of the establishment and activities of Water User Organizations (WUOs), highlighting the most in-demand areas of support. In particular, plans were announced to develop programs aimed at ensuring the energy independence of irrigation systems. He also provided an expert assessment of the needs and opportunities for further expansion of irrigated areas in Ukraine. Special attention was paid to the development of combined drainage and irrigation systems, which are expected to have significant potential over the next two to three years.

At the same time, the panel discussion focused in detail on issues of international cooperation in the field of land reclamation. Participants analyzed the effectiveness of existing programs and identified areas requiring new initiatives and investment to enhance agricultural productivity. Particular attention was given to state support for farmers using reclaimed land, as well as the specifics of practical operations under new climate realities.

Following the discussion, the priority of reforming hydraulic land reclamation was emphasized as a key factor in expanding irrigated areas and ensuring the sustainable development of Ukraine’s agricultural sector.

The event was organized with the support of the Ministry of Economy, Environment, and Agriculture of Ukraine, the Institute of Climate-Oriented Agriculture of NAAS, the Ukrainian Grain Association, the “Ukroliaprom” Association, the Ukrainian Agrarian Confederation, the Bioenergy Association of Ukraine (UABIO), the “Danube Soya” Association, and GAFTA.
