India probes soybean imports over suspected Nigeria-to-Niger origin switch

Indian customs authorities are investigating a sharp increase in soybean imports declared as originating in Niger. Officials suspect that some cargoes may actually have come from Nigeria and been routed through Niger to avoid import duties.

India imported a record 909.6 thsd tons of soybeans in January–July 2026, up from just 2 thsd tons a year earlier. Shipments declared as originating in Niger surged to 380.9 thsd tons, making it India’s largest soybean supplier during the period.

The volumes raised concerns because Niger produces virtually no soybeans — less than 100 tons a year, according to industry estimates. Neighboring Nigeria, by contrast, is Africa’s largest soybean producer and exporter.

India allows duty-free imports from least-developed countries, including Niger. If customs authorities determine that the cargoes were misdeclared by country of origin, importers could be required to pay the full 45% import duty. Authorities are already requesting documents proving that the soybeans were transported from Niger, including transit permits.

Indian companies have stopped making new purchases of soybeans declared as Niger-origin since the investigation began. Some cargoes already at ports or in transit could be delayed, as neither importers nor exporters are willing to absorb the 45% duty.
