Denmark’s environmental reforms could reduce pork production and reshape the European market

Denmark is preparing major reforms to its pig sector, including stricter environmental requirements and animal welfare standards. According to AHDB, the new rules could increase production costs, reduce pork output and exports, and ultimately affect trade flows across the European market.

One of the key changes is the planned introduction of a carbon emissions tax on livestock from 2030. Denmark also intends to increase the amount of land allocated to nature restoration, while pig producers are likely to face further investment requirements to reduce emissions, including improvements in manure management.

At the same time, stricter animal welfare requirements are being proposed. These include raising the minimum weaning age for piglets from three to four weeks, phasing out routine tail docking, tighter restrictions on antibiotic use and a long-term move away from permanent confinement of sows. Meeting the new standards will require additional investment, while longer lactation periods could reduce the number of litters produced annually.

The consequences could extend well beyond Denmark, which remains one of Europe’s largest pork producers and exporters. The country had 12.3 mln pigs in 2025, while around 85% of its pork production was exported. Lower Danish supplies could affect key markets including Germany, Poland and the UK, potentially creating additional demand for pork from other European producers.

Denmark nevertheless intends to maintain the sector’s export focus, with greater emphasis on higher-value products. AHDB therefore expects the impact of the reforms to vary across pork categories rather than result in a uniform decline in Danish supplies. Denmark’s experience could also provide an indication of how agricultural policy may evolve elsewhere in Europe as governments seek to cut livestock emissions, improve animal welfare and maintain the competitiveness of agricultural production.
