Brazil and Australia push China to ease beef import restrictions

Brazil and Australia, the world’s largest beef exporters, are urging China to allow larger beef shipments to the Chinese market. Both countries are close to exhausting their 2026 export quotas, raising the risk of major supply disruptions in the coming months.

China remains the world’s largest beef importer. In the first quarter of 2026, imports from Brazil totaled nearly $3 billion, while Australian beef exports to China were valued at around $1 billion.

The issue stems from China’s quota system introduced to protect domestic producers. If current shipment volumes continue, beef exports exceeding the quotas could face a 55% tariff starting next month, effectively making additional imports commercially unviable.

Brazilian Agriculture Minister Andre de Paula and Australian Trade Minister Don Farrell are currently holding talks with Chinese officials in an effort to secure larger quotas. One proposal under discussion involves reallocating unused quotas from other exporting countries such as Argentina, Uruguay, and New Zealand.

Australia has also suggested excluding chilled beef and bone-in products from the quota system, which would allow higher export volumes. However, analysts believe China is unlikely to make major concessions, as many domestic beef producers have been struggling with financial losses in recent years.

Industry experts warn that Brazil could lose up to $3 billion in export revenue this year if quotas are not revised. The situation has become even more uncertain after China recently reopened its market to US beef producers following high-level talks between Beijing and Washington.
