Vessel arrivals at Ukrainian ports pause as shipowners assess security risks
Vessel arrivals at Ukrainian seaports have temporarily stopped, but it is too early to describe the situation as a blockade of Black Sea exports, Ukraine’s Minister of Agrarian Policy Taras Vysotsky said.
Speaking to journalists, Vysotsky noted that as recently as the previous day, four to five vessels were still entering Ukrainian ports. However, shipowners have now decided to suspend new arrivals because of heightened security risks. He stressed that the Ukrainian government has imposed no restrictions on vessel movements.
“Just yesterday, four or five ships were entering the ports. That is not a large number, but traffic was continuing. As of today, vessel arrivals have been suspended. This is a decision made by shipowners, while the government has introduced no restrictions,” Vysotsky said.
According to the minister, maintaining the operation of Ukraine’s maritime export corridor remains a matter of national security. The government is working on measures to restore shipping activity, although specific decisions have not yet been announced. He added that the situation is evolving almost daily, as shipowners first pause operations to assess new risks before adapting to changing conditions.
Vysotsky emphasized that the disruption has lasted only four days so far. While it has already affected market sentiment and grain prices, it has not yet had a critical impact on export volumes. He said meaningful consequences would arise only if vessel traffic remains disrupted for several months. The minister also advised farmers who are not under immediate financial pressure to avoid rushing grain sales, noting that panic selling typically drives prices lower, while exports continue through alternative logistics routes. Meanwhile, a number of importers continue to avoid sending vessels to both Ukrainian and Russian ports because of the heightened risk of attacks.
