Ukrainian farmers have received 44.6 billion hryvnia in loans under the ‘5-7-9%’ programme

Since the beginning of 2026, Ukrainian farmers have secured almost UAH 44.63 bln in loans under the state-run Affordable Loans 5-7-9% program. A total of 6,638 agricultural enterprises have benefited from the preferential financing, according to Ukraine’s Ministry of Agrarian Policy and Food.

Odesa region accounted for the largest volume of lending, with 774 agricultural enterprises receiving UAH 5.85 bln. In Kyiv region, 559 farms secured UAH 4.30 bln, while 777 agricultural enterprises in Kirovohrad region received UAH 4.03 bln.

Vinnytsia and Kharkiv regions were also among the five leading regions by financing volumes. In Vinnytsia region, 704 agricultural enterprises secured UAH 3.96 bln, while 389 farms in Kharkiv region received UAH 3.11 bln.

Overall, 11,411 Ukrainian agricultural enterprises have secured more than UAH 100.18 bln in loans under all financing programs since the beginning of the year. By comparison, agricultural businesses received UAH 131.47 bln in bank loans throughout 2025, with 15,574 farms benefiting from financing. Of these, 7,978 farms received UAH 53.75 bln under the Affordable Loans 5-7-9% program.

The Affordable Loans 5-7-9% program is designed to reduce borrowing costs for micro, small and medium-sized businesses through government support. Agricultural enterprises can receive loans of up to UAH 90 mln, with interest rates determined by the program’s terms and existing loan agreements.
