The port crisis is fundamentally changing the economics of Ukraine’s oilseed crushing industry. The shift from large-scale maritime shipments to Danube ports, railways and western border crossings is increasing logistics costs, limiting crushing capacity utilization and weakening the competitiveness of Ukrainian products in global markets. Growing dependence on alternative routes is reshaping not only export destinations but also the structure of vegetable oil shipments.

During July–October 2026, Ukraine’s vegetable oil exports declined by 18% year-on-year. Sunflower oil accounted for the largest decrease, with shipments falling by nearly one-third. In contrast, rapeseed oil exports increased significantly, supported by EU demand and more efficient access to western transport routes. This confirms that logistics accessibility is becoming one of the key factors determining export performance.

The introduction of priority vegetable oil export arrangements is intended to accelerate shipments, reduce finished product accumulation and support crushing operations. However, administrative measures do not increase the physical capacity of transport infrastructure. Another major limitation is the absence of similar priority arrangements for meals. Without stable meal exports, expanding crushing could simply intensify stock accumulation.

Vegetable oil production remains an important source of value added in Ukraine’s agricultural sector, but its profitability increasingly depends on the availability and cost of export routes. Priority shipments may provide short-term support to the industry, while a sustainable recovery in exports and crushing capacity utilization requires more stable maritime logistics and the ability to export both oils and meals. The next major test will be Ukraine’s ability to increase shipments in November–December, when vegetable oil exports traditionally accelerate.
