Ukraine and the EU: transitional restrictions instead of permanent barriers
Article author:
European Integration. Negotiations on the future conditions of Ukrainian agricultural products’ access to the EU market are increasingly focused on the duration and scope of restrictions. Ukraine accepts the possibility of temporary quotas, safeguard mechanisms and gradual access to agricultural support, but opposes permanent restrictions that would undermine fair competition after accession.
Strategic Opportunities. Ukraine aims to strengthen its role in European value chains, moving beyond raw material supplies toward the production of feed, biofuels and processed products. This creates opportunities for the oilseed processing industry but requires predictable trade rules and efficient logistics.
Export Regulation. The extension of the adjustment coefficient used to calculate minimum export prices until the end of 2026 brings regulatory prices closer to actual market conditions and reduces the risk of export contracts being blocked.
The competitiveness of Ukraine’s agricultural sector will increasingly depend on the terms of EU integration, the development of domestic processing and the ability to ensure stable exports of higher-value products.
