Ukraine and the EU extended the “transport visa-free regime” until March 2027
On September 25, the Ministry of Community and Territorial Development and the European Commission agreed to extend the Agreement on the Liberalization of Freight Transportation for another 15 months, according to the ministry’s website.
Thus, the “transport visa-free” will be in effect until at least March 2027.
The agreement provides that Ukrainian and European carriers do not require special permits to perform bilateral and transit transportation.
The Head of the Ministry of Community and Territorial Development Oleksiy Kuleba reported that since the Agreement came into force, the share of Ukraine’s trade with the EU in road transport has increased by almost 55%.
The extension of the agreements does not provide for changes in the rules: carriers must comply with current requirements, including truck marking, the availability of a license and documents for cargo.
Ukraine has committed to further adapting national legislation to European standards. By the end of 2026, key provisions on the business reputation of companies, the use of smart tachographs and the training of transport company managers must be implemented.
After July 1, 2026, new trucks registered in Ukraine will be required to be equipped with smart tachographs.
As a reminder, the “Transport Visa-Free” agreement was signed by Ukraine and the EU in June 2022 as a response to Russia’s full-scale invasion and the disruption of logistics chains. The agreement simplifies access for Ukrainian carriers to EU markets, stabilizes the transit of goods and strengthens trade ties with the European Union.
