Trump administration seeks to protect US farmers from lower biofuel demand

The Trump administration is considering measures to protect US farmers from the potential impact of expanding refinery exemptions from biofuel blending requirements. Concerns are growing that granting more waivers could reduce demand for ethanol and biodiesel, which consume significant volumes of US agricultural commodities.

Under the Renewable Fuel Standard (RFS), refiners are required to blend specified volumes of renewable fuels into the US fuel supply or purchase compliance credits. Small refineries can receive exemptions from some of these obligations if they demonstrate that compliance would cause significant economic hardship.

Biofuel producers and farm groups oppose the widespread use of such exemptions. They argue that granting more refinery waivers could reduce overall biofuel consumption and, consequently, demand for agricultural commodities, particularly corn used to produce ethanol and soybeans used for biodiesel.

To offset the potential impact on the agricultural sector, the Trump administration is considering several options. The administration is seeking to balance the interests of US farmers, biofuel producers and the refining industry. Refiners argue that RFS compliance costs can place a significant burden on smaller operators, while farmers and biofuel producers warn that expanding exemptions could weaken demand for agricultural commodities and discourage investment in renewable fuel production.
