Russia’s wheat export duty returns to zero
Russia’s Ministry of Agriculture has set the wheat export duty at zero for the period from 15 to 21 July 2026. The duty will fall from 370.1 rubles/t (about $4.9/t) to zero after being in effect for just one week. Zero export duties will also remain in place for barley and corn.
The change follows a decline in the indicative export price of Russian wheat to $232.3/t, down from $239.4/t a week earlier. As a result, the price fell below the threshold required for the automatic application of the floating export duty. Meanwhile, the indicative price for barley declined to $213.6/t, while the corn price increased slightly to $230.5/t.
Russia’s floating grain export duty mechanism has been in place since 2021. The duty is recalculated weekly based on indicative export prices, with the collected funds used to subsidize Russian agricultural producers. Export duties also apply to oilseeds.
The return to a zero duty will make Russian wheat more competitive on the global market once again. This could boost Russia’s export activity at the start of the 2026/27 season and intensify competition for other Black Sea exporters.
