Romania suspended operations at the Black Sea ports of Constanța, Midia and Mangalia due to a severe storm. As of the morning of November 3, 2026, restrictions remained in place, with around 30 vessels waiting to load or discharge cargo. Strong winds, high waves, fog and poor visibility prompted the suspension of port operations, as conditions posed a risk to maritime navigation.

According to the Romanian Naval Authority (ANR), vessel movements at the port of Constanța were suspended at 4:30 a.m. on November 2. Restrictions had already been introduced at Mangalia on November 1 and at Midia later that evening. Winds reached force 7–8 on the Beaufort scale, while wave heights in the open sea exceeded four meters. These conditions made vessel movements and cargo-handling operations unsafe.

Severe weather has also brought heavy rainfall and flooding risks to Romania’s coastal areas. An orange weather warning was issued for Constanța County, with rainfall forecast at 40–60 mm and locally reaching 90 mm. Wind speeds were expected to reach 50–70 km/h. Significant rainfall of around 35–40 mm or more was also forecast in neighboring Tulcea County.

Weather and hydrological conditions deteriorated further on the morning of November 3. A red flood warning was issued for rivers in the eastern part of Constanța County, south of the Danube–Black Sea Canal. According to Romanian media, the country’s Black Sea ports remained closed, while the resumption of vessel operations would depend on improving weather conditions.
