Romania and Bulgaria build security hub to counter Russia’s “shadow fleet” in the Black Sea

Romania and Bulgaria are moving forward with plans to establish a security hub to monitor maritime transport in the Black Sea, including efforts to detect potential routes used by Russia’s so-called “shadow fleet.”

Romanian Foreign Minister Oana Țoiu made the announcement ahead of a General Affairs Council meeting in Brussels on Tuesday, May 26, as reported by European Pravda.

She said the two countries are advancing the concept of a Black Sea security hub focused on improving maritime monitoring and identifying suspicious shipping routes.

“We are progressing on our side with the creation of a Black Sea security hub, which is also important for monitoring what could potentially become transport routes for the shadow fleet,” she said.

Țoiu added that there is no such risk in Romania’s Constanța port, but stressed that the Black Sea must be protected as a whole.

She noted that Romania and Bulgaria have made progress on the EU security hub concept and are also conducting joint demining operations with Turkey. Ukraine also plays a significant role in Black Sea demining efforts, she said.

The minister further emphasized the need to increase pressure on Russia, including through a new sanctions package. Romania is also working on legislation aimed at strengthening penalties for sanctions evasion.
