Rapeseed processing in Ukraine increased to a record volume in September, after export duties
The uneven and unstable supply of sunflower seeds from farmers did not allow oilseed processing enterprises to form sufficient stocks during the last marketing year MY 2024/25), which ended on July 1, 2025. Some processing enterprises stopped processing sunflower seeds and switched to soybeans, and some simply stopped due to lack of economic feasibility. This was reported by the press service of the Ukroliyaprom Association.
It is noted that in the last marketing year, plants were unable to attract rapeseed for processing due to its mass export (almost 90% of its production).
Analysts note a significant increase in soybean processing to over 2.6 million tons and a record increase in the production and export of soybean oil and meal. Soybean oil exports in MY 2024/25 increased by 52.5% in volume and 98% in value compared to the corresponding period of MY 2023/24. Soybean meal exports increased by over 95% and 54.4%, respectively.
Ukroliyaprom emphasizes that this indicates demand for soybean oil and meal in many countries of the world, including the EU, and unique opportunities for increasing domestic processing of raw materials and increasing production and export of products with high added value.
New duties on soybeans and rapeseed
Analysts note that for the new MY 2025/26, the main feature is the creation of conditions in Ukraine for maximum processing of rapeseed and soybeans in Ukraine.
Ukroliyaprom reminds that from September 4, 2025, export duty rates of 10% were introduced on soybeans and rapeseed.
The rapeseed processing season for the 2025 harvest began in July of this year. In July-August, only about 60 thousand tons of rapeseed were processed into oil, which allowed producing and exporting 25.0 thousand tons of rapeseed oil.
In September 2025, under the conditions of the export duty on rapeseed, its processing at domestic enterprises increased to a record monthly volume of 250 thousand tons for all years.
Production reached 120 thousand tons, of which 108.8 thousand tons were exported for 121.9 million US dollars. The growth compared to the corresponding period last year was 2.8 and 3.3 times, respectively. The cost of one ton of exported oil increased in the current marketing year compared to the previous one to 1120.4 USD/t, or by 171.4 USD/t.
In September 2025, the main consumers of Ukrainian rapeseed oil were EU countries, which imported 92 thousand tons from Ukraine, or 84.5% of the total exports of this product from Ukraine.
Among the EU countries, the largest importers were:
- The Netherlands -29.0 thousand tons (27%),
- Belgium -15.5 thousand tons (14.2%),
- Spain – 14.4 thousand tons (13.2%),
- Poland -13.5 thousand tons (12.4%).
16.8 thousand tons (15.5%) were exported to other countries of the world. In particular, 13.9 thousand tons (15.5%) were exported to Singapore.
