Philippines plans to raise pork import tariffs to 40% and halve imports
The Philippine Department of Agriculture has proposed gradually increasing pork import tariffs and reducing the country’s dependence on foreign supplies. Under the plan, tariff rates within the import quota would rise to 30% by 2028, while out-of-quota tariffs would reach 40%. At the same time, the government aims to reduce pork imports from 500 thsd tons to 250 thsd tons.
The proposed tariff increases are expected to generate more than $158.76 mln in additional revenue for the Animal Competitiveness Enhancement Fund (AnCEF). The funds would be used to modernize the hog, poultry and dairy sectors, rebuild the country’s pig herd and strengthen biosecurity. The government expects these programs to increase domestic pork production by 100 thsd tons annually.
The proposed support measures come amid difficult financial conditions for local hog producers. According to the Philippine Statistics Authority, farmgate prices for live hogs fell by 17.7% in the first half of 2026 to $2.76/kg, while production costs stood at approximately $3.10/kg. As a result, market prices remain below production costs, hampering herd recovery and further development of the sector.
Meanwhile, meat importers oppose the proposed tariff increases, warning that they could lead to higher pork prices for consumers. They argue that the new duties could raise prices not only for fresh pork but also for canned meat products and restaurant meals. The government therefore faces the challenge of balancing support for domestic hog producers with the need to maintain affordable prices in the domestic market.
