Kazakhstan considers building a grain terminal at a Russian seaport

Kazakhstan’s state-owned Food Contract Corporation (Prodcorporation) is considering building a grain terminal in Russia. The preferred locations are seaports on the Black Sea, the Sea of Azov, or the Baltic Sea, according to Russia’s Interfax news agency.

Kazakhstan’s Ministry of Agriculture said the project is intended to strengthen the export infrastructure of both countries amid growing grain production and export potential. Kazakhstan is already in talks with Russia on developing additional logistics facilities that would expand export routes for Kazakh grain to global markets.

According to the ministry, the initiative would deepen the integration of the two countries’ grain markets and create new export opportunities. However, no timeline for the project’s implementation has yet been announced.

Prodcorporation already operates grain terminals at the Port of Aktau on the Caspian Sea, Iran’s Amirabad Port, and the Port of Baku, supporting exports of Kazakh grain through multiple international routes.

The proposal to build a grain terminal in Russia was first announced in July during the All-Russian Field Day 2026 exhibition. Established in 1995, Prodcorporation is part of Kazakhstan’s Ministry of Agriculture and is responsible for maintaining state grain reserves, stabilizing the domestic grain market, and supporting grain exports.
