Indonesia’s plan to centralize palm oil exports

Indonesia is considering routing exports of palm oil, coal, and ferroalloys through a single state agency, a move announced by President Prabowo Subianto. The policy is aimed at tightening control over natural resources and increasing government revenue, but it has already raised concerns in global commodity markets.

Indonesia accounts for more than half of global palm oil shipments, making it the world’s dominant supplier of the most widely traded edible oil. The market is already under pressure from rising biodiesel demand and weather risks linked to El Niño, meaning any disruption in Indonesian export flows could significantly affect global supply and prices.

Market participants warn that centralizing exports could concentrate pricing power in a state-linked entity and reduce transparency in trading. Former head of the Malaysian Palm Oil Association M.R. Chandran said such a system could undermine market-based mechanisms and increase volatility in palm oil prices.

Any disruption in Indonesian exports could also strengthen Malaysia’s position as the world’s second-largest producer, as buyers seek more stable supply sources and diversify procurement. Traders say uncertainty over policy implementation may already be influencing purchasing strategies across key importing regions.

Analysts also warn that millions of smallholders in Indonesia could be negatively affected. With fewer buyers and tighter control over exports, farmers may lose bargaining power and increasingly become price takers, potentially reducing incomes in the sector and reshaping domestic supply dynamics.
