Flour Exports 2026/27: Lower Volumes, Narrower Geography, Tougher Competition

Ukraine’s flour exports continue to decline in the 2026/27 season despite a gradual improvement in monthly shipments. July-September exports reached about 8.5 K tones, down 41% from the same period a year earlier. September was the strongest month of the current season, but even this result remained below last year, confirming that the weakness is not limited to a single month.

The longer-term trend points to a structural contraction of the export sector. After 2022, shipment geography shifted sharply toward Europe, but even this regional market gradually weakened afterward. Historical September data show a consistent decline from pre-war levels, indicating that the current downturn is part of a broader and more persistent loss of export scale.

Export geography has become increasingly concentrated in nearby markets. Moldova remains the leading buyer, while EU countries form the second major destination group; together they account for most of Ukraine’s current flour exports. This structure leaves the sector heavily dependent on relatively small and competitive neighboring markets, limiting the potential for rapid expansion.

The destination structure and the year-by-year comparison of shipments to Moldova and the EU show different levels of resilience across the main outlets. Moldova retained its dominant role and accounted for more than half of September exports, while the EU share was smaller. At the same time, EU shipments were materially stronger in earlier years, underlining the gradual narrowing of Ukraine’s effective export geography.

Lower domestic wheat prices caused by export restrictions have not been enough to revive flour exports. UkrAgroConsult notes that cheaper raw material does not offset limited market access, logistics constraints and strong competition in nearby destinations. As a result, the sector increasingly relies on established sales channels, while any sustainable recovery will require broader market access rather than lower wheat prices alone.

Key trends

  • Ukraine’s flour exports remain on a long-term downward path, and the gradual monthly recovery in 2026/27 has not yet changed the broader negative trend.
  • Export geography narrowed sharply after the shift toward Europe, and even this regional market has continued to contract over recent seasons.
  • Moldova and the EU remain the principal outlets, increasing exporters’ dependence on nearby, relatively small and highly competitive markets.
  • Lower domestic wheat prices alone do not restore flour competitiveness because logistics and limited access to buyers remain the decisive constraints.
  • According to UkrAgroConsult, a sustainable export recovery will require broader destination coverage and more effective logistics, not simply cheaper feedstock
