Competition in Morocco’s wheat market from France is intensifying

France is a key supplier of wheat to Morocco, annually accounting for approximately 40-50% of the market. In the 2024/25 season, amid a decline in gross harvest, France shipped only 1.5 million tons (including flour and cereals), 1.3 million tons below the 2023/24 level.

However, FranceAgriMer estimates that France’s current wheat harvest will total 33.3 million tons (up 7.7 million tons from 2024/25), which is expected to increase the country’s export potential. Given the tense diplomatic relations between France and Algeria, where the European country has long been the market leader, and Morocco’s existing program to subsidize milling wheat imports (until December 31, 2025), one can expect an increase in French wheat imports both in Morocco and, for example, in Tunisia (85,000 tons shipped in July-August 2025/26, an absolute increase).

In particular, the French industrial group Intercereales previously stated that France would meet up to two-thirds of Morocco’s wheat needs. According to Eurostat estimates, in July-August 2025/26 alone, EU countries supplied Morocco with approximately 832,000 tons of wheat (an increase of 350,000 tons compared to the same period last year), of which 577,000 tons came from France (an increase of 420,000 tons compared to the same period last year).

The head of Morocco’s National Federation of Grain and Pulse Merchants (FNCL) noted that local importers are also considering other offers (Russia, Germany, Poland, and Argentina). Specifically, in the 2024/25 season, Russia shipped 1.1 million tons to Morocco (an increase of 0.7 million tons compared to 2023/24) due to a decline in the French harvest.
