China’s beef import quotas push Australia and Brazil to seek alternative markets
China’s beef import quotas are beginning to reshape global meat trade flows, as Australia and Brazil — the world’s two largest beef exporters to the Chinese market — move closer to exhausting their annual allocations. Once the quotas are exceeded, additional shipments will face significantly higher tariffs.
According to Chinese authorities, Australia has already utilized around 90% of its annual quota. Any exports above the limit would be subject to a 55% tariff. Brazil is also rapidly approaching its threshold, having used nearly two-thirds of its annual allocation, which analysts expect could be fully exhausted by July.
Market experts estimate that between 400,000 and 500,000 tonnes of Australian and Brazilian beef may need to be redirected to alternative destinations during the second half of 2026. Southeast Asia is expected to absorb a large share of these volumes as demand for animal protein continues to grow across the region.
Brazil also faces additional uncertainty due to U.S. trade policy. Proposed tariffs on Brazilian imports could limit access to the American market, increasing competition among exporters in developing economies and putting further pressure on global beef prices.
Meanwhile, Chinese buyers have already begun increasing purchases from Canada, Argentina, and Uruguay in an effort to diversify supply sources. Analysts say the situation highlights Beijing’s ongoing strategy to reduce dependence on individual suppliers and expand the geographic diversity of its agricultural imports.
