China signals limits of strategic partnership with Russia

Vladimir Putin’s visit to Beijing ended without the expected breakthrough in energy negotiations, highlighting the limits of the strategic partnership between Russia and China. Despite a ceremonial reception and strong political statements, the two sides did not announce any major commercial agreements, while the “Power of Siberia–2” gas pipeline project has still not received official confirmation of launch.

The main focus of cooperation shifted toward logistics and agricultural trade. During the visit, China and Russia signed an agreement to build a second railway line with Chinese standard gauge at the Zabaikalsk–Manzhouli crossing — one of the key overland trade routes between the two countries. The project is expected to increase corridor capacity by 11 million tons per year and significantly speed up shipments of raw materials to China, reducing delays caused by transshipment between different rail gauges.

Special attention was given to the agricultural sector. In a joint statement, Beijing and Moscow confirmed plans to expand supplies of meat and feed while complying with veterinary and sanitary requirements. The issue became more sensitive after China tightened border controls due to risks of foot-and-mouth disease (including a recent mass livestock culling in Siberia).

The countries plan to invest in joint agricultural projects in Russia’s Far East, including grain terminals, food processing facilities, and new logistics routes for exports to China. For Moscow, this is becoming critically important amid sanctions and the loss of part of its European export markets.

Analysts note that China is increasingly setting the terms of cooperation with Russia. Beijing gains favorable access to resources and control over key transport corridors, while Moscow becomes more dependent on the Chinese market. Putin’s visit showed that China is willing to support Russia mainly in areas beneficial to Beijing itself — logistics, agricultural trade, and raw material supply.
