China reshapes food security strategy with potential impact on global grain trade

China, which accounts for about a quarter of global grain consumption and is one of the world’s largest agricultural importers, has unveiled a new grain development strategy through 2030. The plan focuses on increasing domestic production, diversifying imports, and expanding strategic grain reserves. Analysts believe the policy could have a significant impact on global trade in grains, oilseeds, and feed ingredients.

Under its 15th Five-Year Plan, Beijing aims to raise annual grain production to 725 mln tons by 2030, up from a record 714.9 mln tons in 2025. The target will be supported by investments in plant breeding, advanced farming technologies, mechanization, irrigation, and agricultural infrastructure. At the same time, China intends to keep import dependence within “manageable limits” to reduce exposure to geopolitical risks and supply disruptions.

Despite its push for greater self-sufficiency, China will continue to rely on imports of several key commodities. The country still needs high-protein wheat for its milling industry and large volumes of soybeans for animal feed production. In recent years, Beijing has diversified purchases by expanding imports from Brazil, the Black Sea region, Southeast Asia, and Central Asia while reducing its dependence on U.S. supplies.

Analysts expect China’s new strategy to make its import policy more selective. Purchases are likely to be driven increasingly by supply deficits, strategic reserve replenishment, and favorable market conditions rather than automatically rising with consumption. As a result, Beijing’s decisions on import quotas, tariffs, reserve management, and feed policy are expected to play an even greater role in shaping global agricultural markets.

However, the strategy also faces major challenges, including limited arable land, water shortages, urbanization, and more frequent extreme weather events. Experts believe that in the coming years, China’s government policy will become an even more important driver of global agricultural markets, with Beijing’s decisions influencing trade flows as much as traditional supply-and-demand fundamentals.
