China recognizes Brazilian environmental law for soybean imports

China has adopted new rules for Brazilian soybean imports, recognizing Brazil’s environmental legislation as the primary benchmark for assessing the legality and sustainability of soybean production. The decision means China has abandoned plans to introduce stricter environmental requirements based on the Soy Moratorium.

The new protocol was developed over the past two years. Its original draft included zero-deforestation requirements and additional sustainability criteria that went beyond Brazilian law. Following discussions with Brazilian producer organizations, particularly Aprosoja MT, the proposed rules were significantly revised.

The final guide, unveiled at the China International Cereals and Oils Conference in Shanghai, recognizes Brazil’s official environmental control system, including the Rural Environmental Registry (CAR) and government-issued deforestation permits. The Soy Moratorium is no longer referenced as a mandatory standard.

Brazilian producer representatives welcomed the decision, saying sustainability should be assessed according to Brazil’s own legislation. They noted that the agreement strikes a balance between environmental protection and the competitiveness of the country’s soybean sector.

Brazil and China are now expected to sign a memorandum of understanding to implement a soybean traceability program. The agreement is expected to strengthen trade relations between the two countries, even as Brazil’s soybean exports to China declined by 7% year on year during the first five months of 2026.
