Wheat market sees hope for Black Sea grain deal despite Russia’s doubts

війна

The global wheat market reacted with falling prices to reports that Russia is considering proposals to ensure the safety of grain shipments through the Black Sea. However, traders’ optimism contrasts with Moscow’s actual position, as Russian officials explicitly stated that they see no prospects for reviving the grain deal. The market interpreted the mere fact of ongoing talks as a signal of potentially easing risks, even though no concrete agreements have been reached.

The reaction followed comments by Russian Deputy Foreign Minister Alexander Alimov, who told Interfax that Moscow was reviewing proposals from various countries regarding the safety of grain transportation through the Black Sea. According to Alimov, consultations are ongoing with Turkey and other countries. However, he emphasized that he currently sees no prospects for restoring the Black Sea Grain Initiative.

In fact, the Russian side has not announced any change in its position. In September, Russian Foreign Minister Sergei Lavrov described proposals to revive the grain deal through a moratorium on attacks against civilian vessels as unacceptable and unrealistic. The Kremlin has also insisted that any arrangements concerning maritime security must be comprehensive and take Russian demands into account.

Turkey, meanwhile, proposed establishing two separate safe corridors for commercial shipping. Ukrainian vessels would sail toward the Bosphorus along the Romanian and Bulgarian coasts, while Russian ships would follow routes along the Georgian and Turkish coastlines. However, as of October 9, neither side had provided a clear response to the proposal, and subsequent consultations have yet to produce any concrete agreements.

The wheat market therefore appears to have focused primarily on the positive part of the Russian diplomat’s statement, overlooking his warning that a renewed grain deal remains unlikely. Meanwhile, the security situation in the Black Sea remains challenging, with risks to commercial shipping still unresolved. This highlights a gap between grain market expectations and the actual state of negotiations, whose outcome remains uncertain.
