Domestic rapeseed processing in Ukraine increased 2.7-fold in the 2025/26 marketing year, with its share reaching a record 42% of the crop, compared with 15% a year earlier. This was reported by Dmytro Kysylevskyi, Deputy Chairman of the Verkhovna Rada Committee on Economic Development. At the same time, rapeseed oil exports increased 2.5-fold, while export revenue more than tripled to $588 mln.

Soybean processing also increased. The share of the crop processed domestically rose from 39% to 54.2%, also reaching a record high. Despite a decline in the soybean crop from 6.6 mln to 4.8 mln tons, export revenue from soybean oil and meal increased by 12.3% to $1.02 bln.

Harvested area for rapeseed and soybeans changed only slightly. Rapeseed area increased by 15.7%, while soybean area declined by 3.9%. Combined area under the two crops rose from 3.25 mln to 3.37 mln ha.

According to the Ministry of Agrarian Policy, additional state budget revenues from export duties on soybeans and rapeseed amounted to UAH 2.174 bln in 2025/26. Lawmakers argue that the duties supported domestic processing and plant utilization without causing a significant reduction in planted area.

As a result, Ukraine’s rapeseed and soybean export structure is gradually shifting from raw commodities toward oil and meal. For the domestic market, this means higher utilization of processing facilities and a larger share of value-added products in agricultural exports.
