Ukraine’s oilseed processing capacity has expanded by three million tons: The MoF is developing a digital system to oversee soybean and rapeseed exports
Since the Russian full-scale invasion in 2022, three million tons of new oilseed processing capacity have become operational, with an equivalent amount now in the design and construction phase, according to Economy Minister Oleksiy Sobolev.
Sobolev highlighted that, following the introduction of export duties in September, exports of rapeseed oil increased by 350% compared to August, facilitating a shift from raw material exports to processed product shipments. He further noted that the government has introduced a procedure enabling producers to verify their crop origins, thereby exempting them from duty payments when applicable.
Additionally, Sobolev reported on the development of an interagency information exchange system aimed at automating these processes in the future, modeled after the electronic VAT administration system.
Ukraine has also recorded a fourth consecutive month of growth in flax exports, with October volumes reaching 7,650 tons, an increase of 26% over September. In October, France accounted for 43.1% of exports, Poland for 16.8%, and Italy for 11.4%.
Further development of the grain and oilseed markets of Ukraine and the Black Sea region will be in the spotlight of the BLACK SEA GRAIN. KYIV conference, taking place on April 22–23 in Kyiv. The event will focus on strategic directions for the agricultural sector through 2030, including investments, energy independence, processing, and exports of high-value products.
