Ukraine’s 2027 spring planting campaign may face minimal investment — Vysotskyi
Profitability in Ukraine’s crop production sector could approach zero by the end of 2026, Agriculture Minister Taras Vysotskyi said during a weekly briefing.
According to the minister, at the beginning of 2026, farmers had an average of around $250/ha in available funds that could be allocated to production needs. Across approximately 20 mln ha planted with grains and oilseeds, this amounted to about $5 bln.
However, export restrictions introduced in mid-July have significantly reduced farmers’ financial reserves. Over the first nine months of the year, their available funds declined by 60%, reaching approximately $100/ha as of October 1.
As a result, Ukraine’s 2027 spring planting campaign could be carried out with minimal investment, Vysotskyi warned. Its prospects will largely depend on whether Ukrainian agricultural exports can recover.
The minister added that if the export situation improves, farmers will be able to apply the necessary amounts of fertilizers and crop protection products and plant all available areas.
If the restrictions remain in place, however, agricultural producers will be forced to cut production costs.
