Ukraine to verify soybean origin under EU rules

The Ukrainian parliament has approved at first reading draft law No. 15352, aimed at bringing Ukraine’s commodity circulation rules closer to the requirements of EU Regulation 2023/1115 on deforestation. The bill covers soybeans, cattle, palm oil, coffee, cocoa, timber and rubber, as well as products derived from these commodities.

For the soybean market, one of the key changes will be the requirement to verify product origin. Companies importing, selling or exporting the relevant commodities will have to conduct due diligence and assess the risk of non-compliance with the established requirements.

The bill also provides for collecting information on the land plots where the commodities were produced, including geolocation data. This will be used to verify whether production is linked to deforestation or forest degradation.

Information on the relevant commodities is expected to be recorded through the State Agrarian Register and the exporter’s electronic account. The new rules will apply to imports into Ukraine, domestic market circulation and exports.

The bill has not yet entered into force and must pass a second reading. The relevant parliamentary committee has been instructed to revise the document, while amendments and proposals will be accepted until September 30, 2026.
