Ukraine tells UN how Russia is threatening global food security
Ukraine targets only Russian military facilities, while Russia continues to deliberately strike Ukraine’s civilian port infrastructure, grain terminals and commercial vessels.
The statement was made by Volodymyr Pavlichenko, Deputy Permanent Representative of Ukraine to the United Nations, during an emergency meeting of the UN Security Council on July 17.
“No one is attacking Russian grain, striking Russian merchant vessels or destroying Russian grain terminals. Ukraine is exercising its legitimate right to self-defense… Our forces target only Russia’s military capabilities and the facilities supporting its war machine,” Pavlichenko said.
He stressed that Russia, by contrast, continues to attack Ukrainian ports, grain terminals and civilian vessels in an attempt to disrupt Ukraine’s agricultural exports and put pressure on global food markets.
According to the Ukrainian diplomat, since the start of Russia’s full-scale invasion, Russian forces have damaged or partially destroyed at least 1,054 port infrastructure facilities in Ukraine, damaged 232 civilian vessels, and killed or injured 307 civilians in attacks on ports and commercial shipping.
Pavlichenko said that in June and July alone, Russia attacked nearly 50 cargo vessels, killing more than 30 people. He added that within less than 48 hours, Russian forces struck three foreign merchant vessels operating near Ukrainian ports.
He also noted that maritime exports through Ukrainian ports were suspended from July 22 following Russian attacks on civilian merchant vessels. According to Pavlichenko, this poses a significant risk to global food security, as more than 90% of Ukraine’s agricultural exports are shipped through Black Sea ports.
“When Ukraine strikes military airfields, military bases, ammunition depots and fuel facilities supporting Russia’s war effort, the war is simply returning to where it began. Russia, on the other hand, attacks Ukrainian ports, grain terminals and merchant vessels,” Pavlichenko emphasized.
