Ukraine receives four ceasefire proposals, three involving Black Sea grain exports
Ukraine has received four proposals from international partners on possible ceasefire formats — from Turkey, Egypt, India and the United States. Two of them directly concern the Black Sea and the restoration of safe grain exports, while India has put forward a broader framework and the US has proposed a separate energy ceasefire initiative, Ukrainian Foreign Minister Andrii Sybiha said.
Turkey and Egypt have proposed similar formats for what has been described as a food or grain ceasefire. The initiatives are aimed at partially restoring safe navigation in the Black Sea and creating conditions for stable grain exports. According to Sybiha, the issue is particularly important for Egypt, which receives around one-third of its grain needs from Ukraine and also buys substantial volumes from Russia.
India has presented a separate and broader proposal. It covers several areas, including food security, maritime routes in the Black Sea and a possible energy ceasefire. Sybiha said this is the first time India has proposed taking a distinct role in efforts to develop such a framework.
The fourth proposal came from the United States and concerns an energy ceasefire. Ukraine, however, has said it is interested in linking an energy ceasefire with a Black Sea arrangement, including protection of port infrastructure and safe navigation. Kyiv has already presented its partners with its vision of how such agreements could work.
For agricultural markets, the key initiatives are those from Turkey and Egypt, as well as the maritime component of India’s proposal. Restoring safe navigation could allow both Ukraine and Russia to return to more stable grain and agricultural exports through the Black Sea, reduce logistics costs and ease risks for the global food market. No concrete agreement has been reached so far, and implementation of any maritime ceasefire would also depend on Russia’s position.
