Ukraine presents EU acquis implementation plan for the agricultural sector

“The implementation of the EU acquis is not merely a technical process of legislative alignment — it is a profound transformation of entire sectors. We must ensure that Ukrainian farmers, processors, and fishers experience tangible benefits from integration — through transparent rules, support for innovation, and access to European development programs,” stated Taras Vysotskyi, Deputy Minister of Economy, Environment, and Agriculture.

Key objectives of the plan include:

  • aligning Ukrainian agricultural legislation with EU norms, standards, and requirements;

  • harmonizing market rules and ensuring transparent functioning of the agricultural sector;

  • enhancing the competitiveness of Ukrainian agricultural producers;

  • improving conditions for access to the EU Single Market.

During the discussion, key stages of the EU acquis implementation were presented, along with proposals to develop Ukraine’s negotiation position.

“European integration opens new opportunities for small and medium-sized Ukrainian farms to enter the EU market. We aim to provide farmers with everything they need — knowledge, tools, and state support — so that they can successfully integrate into the EU market and fully unlock the potential of their products,” emphasized Denys Bashlyk, Deputy Minister of Economy, Environment, and Agriculture.

The ministry reminded that in September 2025, a screening process was held in Brussels covering three negotiation chapters in the agricultural sector within Cluster 5 “Resources, Agriculture and Cohesion Policy.” The cluster includes five chapters:
11 — Agriculture and Rural Development,
12 — Food Safety, Veterinary and Phytosanitary Policy,
13 — Fisheries,
22 — Regional Policy and Coordination of Structural Instruments,
33 — Financial and Budgetary Provisions.

Following the screening, the European Commission will prepare a report with recommendations on further integration of EU legislation into Ukraine’s legal system. Based on this report, Ukraine will finalize its negotiation position and prepare for the next phase of accession talks with the European Union.
