Ukraine prepares to open agricultural cluster in EU accession talks

Ukraine expects to open the agricultural cluster as part of its European Union accession negotiations in early 2027. To move to this stage, the country must complete a number of tasks by the end of 2026 to align its legislation and agricultural sector with EU requirements.

The talks concern Cluster 5, “Resources, Agriculture and Cohesion,” which covers a significant range of agriculture-related issues. Opening the cluster will mark the beginning of a separate stage of negotiations on the integration of Ukraine’s agricultural sector into the European market.

One of the key priorities is aligning Ukrainian agricultural standards with EU rules. The changes will cover, among other areas, the use of agricultural chemicals, livestock requirements and other standards governing agricultural production.

Another important issue will be the future participation of Ukrainian farmers in the EU’s Common Agricultural Policy (CAP), which provides financial support to producers. According to previously published estimates, under the current rules, around 80% of Ukrainian farms may not meet the eligibility criteria for the relevant support programs.

Agriculture is considered one of the most challenging areas in Ukraine’s EU accession negotiations due to differences in farm structures, support systems and production regulations. Therefore, opening the cluster will mark the beginning of further efforts to align the Ukrainian agricultural sector with EU rules.
