Ukraine plans to concession the port of Chornomorsk
By December 2025, the Cabinet of Ministers of Ukraine plans to announce a tender for the concession of the container and first universal terminals of the Chornomorsk port. The government will also consider the feasibility of launching a separate project for the ferry complex. These plans are enshrined in the action program of the government led by Yulia Svyrydenko.
It is a 40-year concession with a potential capacity of up to 760 thousand TEU and more than 5 million tons of cargo annually. The Chornomorsk port is one of the key hubs for Ukraine’s agricultural exports, in particular grains and oilseeds, which makes its modernization strategically important. The project was prepared with the participation of IFC and EBRD, which developed a package of tender documents, including the terms of participation, risk sharing mechanism and state support.
