Ukraine introduces 0.714 coefficient for minimum export prices on grains and oilseeds
In August 2026, Ukraine will apply a 0.714 coefficient to the baseline calculation of minimum allowable export prices for selected agricultural commodities.
According to the Ministry of Agrarian Policy and Food of Ukraine, the measure applies to wheat, rye, barley, oats, corn, soybeans, rapeseed, sunflower seed, as well as sunflower, soybean and rapeseed oils and certain processed products.
The adjustment was introduced in response to the sharp deterioration in logistics. The disruption of maritime exports and Russian attacks on port infrastructure have increased transportation costs, slowed export shipments and pushed domestic purchase prices lower. Food wheat prices have fallen by 16%, feed wheat by 17%, corn by 8%, barley by 14% and rapeseed by 5%.
Grain export activity has also slowed significantly. Average daily shipments during the past week dropped to 48 thsd tons, roughly one-third of the pace recorded during the first half of the month.
Under these conditions, the minimum export prices calculated using previous logistics assumptions no longer reflected actual market conditions and effectively prevented some export contracts from being concluded. The updated mechanism is intended to account for the additional logistics costs caused by the war, maintain uninterrupted agricultural exports and support Ukrainian farmers during the harvest season.
According to Minister of Agrarian Policy and Food Taras Vysotskyi, agricultural exports remain one of Ukraine’s key sources of foreign currency earnings and an important pillar of economic resilience. He stressed that the 0.714 coefficient will be applied to the baseline value and reflects the decline in export activity based on average daily shipment volumes.
