Ukraine has introduced a mechanism to control duty-free exports of soybeans and rapeseed
The Cabinet of Ministers of Ukraine has established a mechanism for monitoring soybean and rapeseed exports.
The government adopted a corresponding resolution on November 3, the press service of the Ministry of Economy, Environment and Agriculture reports.
It is noted that the document is aimed at ensuring the fair application of the export duty exemption benefit for certain categories of agricultural producers.
The new procedure defines a monthly monitoring mechanism to be carried out by the Ministry of Economy to verify the compliance of the volumes of exported products with the data contained in the State Agrarian Register regarding the actually grown products. If discrepancies are found between the declared and actually grown volumes, the Chamber of Commerce and Industry of Ukraine is obliged to cancel the expert opinions.
“The introduction of such a mechanism guarantees that only those exporters who have actually grown the products themselves will benefit from the export duty exemption benefit,” the ministry assured.
The resolution ensures:
- transparent and fair administration of the export duty exemption;
- preventing abuses during the export of soybeans and rapeseed;
- equal and fair competition conditions for agricultural producers;
- support for farmers, as only traders, not producers, will pay the duty.
The ministry emphasized that the government decision strengthens state control, ensures targeted receipt of budget funds, and contributes to the stability of the agricultural sector. Monitoring allows for the simultaneous support of bona fide producers and guarantees the replenishment of a special fund for the implementation of key programs for the development of the agricultural sector.
“The funds that the state will receive from traders’ duties will replenish a special budget fund and will be directed to programs to support frontline territories, where farmers work in the most difficult conditions, grants for processing, greenhouses, gardens, and insurance against war risks,” emphasized Taras Vysotsky, Deputy Minister of Economy, Environment and Agriculture of Ukraine.
