Ukraine Grain Association urges action over restrictions on grain transit through Poland

The Ukrainian Grain Association (UGA) has asked the Ministry of Agrarian Policy to urgently verify reports that Polish customs authorities have restricted the use of bonded warehouses and silos for temporary storage of Ukrainian grain transiting through Poland.

According to market participants, since September 8 Polish customs has allegedly imposed a verbal ban on using such facilities for Ukrainian grain. However, businesses have not received any official written decision or regulatory document establishing the restriction.

UGA says bonded warehouses and silos serve as an important logistics buffer when grain is transferred from broad-gauge railcars to European-standard wagons. Without temporary storage, wagon delays, congestion at border crossings and pressure on Polish terminals could increase.

The association warns that the restrictions could raise logistics costs, weaken the competitiveness of Ukrainian grain and complicate the fulfillment of export contracts. Higher transport costs could also put additional pressure on purchase prices paid to Ukrainian farmers.

UGA is asking the Ministry to obtain an official clarification from the Polish side if the restrictions are confirmed and to hold consultations aimed at preserving the use of bonded warehouses and silos in transit logistics. The association is also calling for transparent and predictable rules for the transit of Ukrainian agricultural products through Poland.
