Ukraine could gain broader access to the EU single market

The European Union is considering gradually expanding access to the single market for candidate countries, including Ukraine, even before they become full members. The proposals are included in a draft European Commission document seen by Politico.

The plan envisages a model of gradual integration that could provide broader trade opportunities and access to selected EU programs. The scope of these benefits would depend on candidate countries implementing required reforms, aligning their legislation with EU rules and meeting other conditions of European integration.

For Ukraine, broader access to the single market could also be important for agricultural trade. However, the proposals currently provide no specific details on changes to agricultural quotas, duties or market access conditions for individual products. The existing Deep and Comprehensive Free Trade Area already provides for further trade liberalization, while taking into account the sensitivity of certain EU agricultural sectors.

The European Commission is also preparing roadmaps for Ukraine, Moldova, Albania and Montenegro to define the next stages of their accession process. Ukraine has held EU candidate status since 2022, while accession negotiations formally began in 2024.

Gradual access to the single market is not intended to replace full EU membership. Its purpose is to deepen the economic integration of candidate countries with the EU as they meet the required conditions and implement reforms.
