Ukraine aligns with EU: Zelensky signs law to establish Agricultural Payment Agency

President Volodymyr Zelensky has signed a key European integration law creating a Payment Agency for the agricultural sector, designed to distribute and monitor financial support for farmers in line with EU standards.

The bill, No. 13202-1, was adopted by the Verkhovna Rada in its second reading on October 8 and officially signed by the president on October 31, according to the parliament’s website. The new agency will oversee the allocation, administration, and monitoring of farm subsidies, mirroring the structure and practices of EU payment agencies that manage agricultural funds.

According to the explanatory note, the law aims to harmonize Ukraine’s legislation with EU law and fulfills part of the country’s commitments under the Ukraine Facility program — the EU’s multi-year financial and reform support package for Ukraine.

The legislation also provides for the creation of an Integrated Administration and Control System (IACS) and an Agricultural Data System (ADS) — digital platforms that will enhance transparency, track the development of farming communities, and ensure proper oversight of payments.
