Ukraine adjusts export price rules to support grain exports

The Ukrainian government has approved the first measure under its emergency support package for farmers following Russia’s intensified attacks on Black Sea port infrastructure. The Cabinet of Ministers has temporarily adjusted the minimum export price requirements for selected agricultural commodities.

Previously established minimum export prices had become economically unrealistic because of sharply higher logistics costs and lower domestic purchasing prices, making it difficult for exporters to conclude new contracts. The revised pricing mechanism will remain in effect until market conditions stabilize.

According to the Prime Minister, the decision is intended to restore farmers’ ability to export grain and other agricultural products under commercially viable conditions. He added that the measure had been coordinated with representatives of the agricultural sector.

The government also instructed the relevant ministries to urgently prepare a plan to expand agricultural processing within Ukraine, with the aim of increasing domestic value-added production and processing capacity.

The Ministry of Agrarian Policy will continue to monitor the market on a daily basis, and the government says it is ready to introduce additional support measures if needed. The decision follows an emergency meeting with agricultural businesses and industry associations after intensified attacks on Black Sea ports and vessels carrying agricultural exports.
