Sobolev named the key arguments in favor of investing in Ukraine

Ukraine’s key competitive advantages for attracting investment are the adaptability of business during the war, European integration, and the large-scale demand that will be created by the post-war recovery, said Minister of Economy, Environment, and Agriculture Oleksiy Sobolev in his address to the participants of the Kyiv International Economic Forum.

“The war forced about 10 million people to leave their homes, direct losses amount to $176 billion, economic losses — 589 billion. However, despite these challenges, we see economic growth. Our business has survived, adapted, and continues to develop. It works even during blackouts and with disrupted logistics. It is this flexibility and creativity that is our key competitive advantage,” Sobolev noted. He called Ukraine’s European trajectory a second advantage, which for investors means predictability and clear rules of the game. Currently, Ukraine is fulfilling the requirements of the Ukraine Facility plan, is conducting accession negotiations and implementing reforms monitored by the European Commission.

He added that integration into European markets, energy and transport networks, as well as the development of innovative sectors – IT and defense technologies – create an additional impetus for investors. The third competitive advantage, Sobolev called the scale of demand that forms the post-war recovery. This is a comprehensive renewal of the economy, energy, housing and infrastructure of enterprises, which will provide tens of thousands of projects and a long investment horizon.

He also emphasized the potential of the processing industry and critical minerals. Currently, more than half of Ukrainian exports are raw materials, and the extraction of many minerals and critical minerals is practically not carried out, so it is profitable for investors to invest in processing here. Separately, the Minister of Economy drew attention to the role of the defense-industrial complex.

Ukraine is now the world’s largest testing ground for military technologies of today and tomorrow. After the victory, and even now, we will have the status of the arsenal of the free world. Such incredible experience in military engineering and instrument-making will also form a new generation of engineers and designers. And this will give impetus to the development of many related civilian industries,” Sobolev emphasized.
